CARE is an international organization that works for humanitarian relief and development in 66 countries. CARE Tanzania was started in 1994 to provide emergency relief to the Rwandan refugees in western Tanzania. CARE has since then expanded its scope to include projects in environmental protection, food security, education, and health.

Rosemary presented a case study of an adult literacy project in the Coast region of Tanzania. The Bagamoyo Adult Education Revival Program (BAERP) was begun in January of this year to implement community-based adult education. It is the result of a partnership between CARE Tanzania and the Bagamoyo Educational Trust (BET). CARE Tanzania's role is to provide support for increasing the organizational, institutional, and financial capacities of BET, which is directly involved with implementing the project. The community is asked to choose what topics will be taught and which books should be used in the classes. This project was designed and implemented with community participation and uses a learner-centered pedagogy. Although the program is in its infancy, the learners appear more motivated to learn than in previous efforts.
