Biography Eduardo Gonzalez-Saa received a Masters degree in Education at the University of Manchester, England in 1974 and a Master of Arts and a Ph.D. in International Development Education at Stanford University in 1982 and 1984 respectively. He spent most of his professional career (fifteen years) as the National Secretary for Education of the Catholic Bishops National Conference. In 1995, he was invited by the Bolivian Government to be the Vice Minister for Alternative Education, a position that he held until 1997. He was elected to be chairman of the Bolivian National Congress for Education that took place in October, 1992. He was also the Chairman of the First National Congress of Catholic Education that took place in July, 1993. He also has experience in public policy making procedures, acting as the General Secretary of the Bolivian National Council for Education from March, 1993 to January, 1994. in a large number of projects, some of which serve as models and are included
